Canada continued to boicott due to the high requests for amateurism for Western countries players.
Sweden also supported Canada and did not send a team.
The Eastern countries players were virtually professionals.
East Germany refused to play, Japan replaced them.
Norway rejected to replace Sweden.
Bulgaria accepted an invitation to be the 12th team.
