Kuznetsov was disqualified on Sun, Aug 28 by FINA because "of an ofense against the doping regulations." Arantes was awarded the bronze medal.
Traces of anabolic steroids were found in both Kuznetsov's drug test after the Final.
On Aug. 28.1978 Soviet delegation presented portest: "We draw attention to the fact that during the procedure of control and anakysis there were infringements of the FINA Rules and Regulations which cretaed the conditions for interested persons to carry out provocation against the Soviet swimmers.
